Procedures for payment of fax charges
Payment of fax charges via a secured account applicable to electronic transactions in procedures for inviting or guaranteeing foreigners to enter Vietnam is a way that the Immigration Department sends fax requests to overseas Vietnamese agencies that are able to grant visas and collects fees later for inviting or sponsoring agencies and organizations as they send requests for pre-clearance via electronic transactions.
The Immigration Department provides guidance on the steps, as follows:
1. Register for payment of fax charges via a secured account
Agencies and organizations in Vietnam submit written requests for payment of fax charges via secured accounts to the Vietnam Immigration Department at 1 of 3 following working offices:
+ Hanoi: 44 – 46 Tran Phu Street, Ba Dinh District.
+ Ho Chi Minh City: 254 Nguyen Trai Street, District 1.
+ Da Nang: 7 Tran Quy Cap
Within 03 working days of receiving a written request, the Immigration Department will respond to agencies and organizations in writing. If the payment is not permitted in the above-mentioned form, the Immigration Department must provide a detailed explanation in writing.
2. Open a security account at a Joint Stock Commercial Bank
Agencies and organizations in Vietnam carry out procedures for opening a security account at a Joint Stock Commercial Bank where the Immigration Department has its account, as follows:
+ Joint Stock Commercial Bank for Foreign Trade of Vietnam, South Hanoi Branch (Address: 1277 Giai Phong Street, Hoang Mai District).
+ Joint Stock Commercial Bank for Foreign Trade of Vietnam, Saigon Branch (Address: 69 Bui Thi Xuan Street, District 1).
+ Joint Stock Commercial Bank for Foreign Trade of Vietnam, Da Nang Branch (Address: 140 – 142 Le Loi Street, Hai Chau District).
Signing a Tripartite Contract including Immigration Department, Joint Stock Commercial Bank, and the agencies or organizations on the opening of secured accounts:
+ Based on the number of monthly dispatch faxes of agencies and organizations, the Immigration Department will propose the payment guarantee amount in the account.
+ Payment guarantee accounts of agencies and organizations are normal payment accounts. Commercial banks will freeze the amount as agreed to secure payment to the Immigration Department. Out of the frozen amounts, the agencies or organizations’ accounts are allowed to conduct normal transactions according to the regulations of the current account.
3 .Payment of fax charges
The number of fax charges to be paid: The total amount of charges announced on the website for agencies and organizations from Monday to Sunday of every week.
Fax fee payment deadline: Agencies and organizations must pay the fax charges on Monday of every week which are announced on the website from Monday to Sunday of the previous week.
Payments:
+ Pay the fax charges via the account announced on the website (the payment specifies the total number of the documents, the code number of the electronic dossier of the documents, and the time from date to date).
+ Pay charges directly at the Immigration Department.
